CATALYZE EduFinance Regional Representative – Africa

This Opportunity:

CATALYZE EduFinance (‘EduFinance’) is looking to fill a long-term position based in Sub-Saharan Africa, which will provide technical quality assurance and support for the current and future EduFinance activities being implemented in Sub-Saharan Africa, as well as regional representation, program management, communications, monitoring, evaluation, and learning (MEL). Rwanda, Tanzania, Zambia, South Africa, and the Democratic Republic of the Congo are currently involved in these efforts, and more potential buy-ins are under development (see below for more details on CATALYZE EduFinance).

Under CATALYZE EduFinance, Palladium serves as the principal contractor. Daily operations for the projects in Africa are carried out by sub-grantees, implementing partners, and subcontractors.

About CATALYZE/EduFinance

Jobs at Palladium International: The $250 million CATALYZE Blended Finance Mechanism uses a facilitated partnership model to create solutions to crowd in $2 billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries and initiatives. The contract has an eight-year duration (5-year base period with a single 3-year option period). With the aid of CATALYZE, USAID Bureaus and Missions may quickly implement investment facilitation strategies that address the needs of particular industries, problems, and regions. The CATALYZE EduFinance initiative creates collaborations with the business sector to support financial and service delivery innovations that broaden access to affordable, high-quality education. In order to increase private sector investment in non-state schools and educational businesses in USAID partner countries, CATALYZE EduFinance mobilizes blended financing, the strategic use of public monies. The significant financing gap will be filled by private investment that is leveraged with money from USAID in order to meet the demand for more equitable access to high-quality education worldwide.

CATALYZE In order to plan and implement sophisticated multi-year initiatives that can contain dynamic measures, such as first loss capital, to reduce country- or industry-specific risks, EduFinance makes use of a pool of specialist experts.

CATALYZE EduFinance operates at the nexus of demand-driven investment and innovative solutions development to mobilize private resources in support of educational goals, working with a worldwide network of specialists. A pipeline of investments in education is being implemented by CATALYZE EduFinance in target nations in Africa (Zambia, South Africa, Rwanda, Tanzania, Democratic Republic of Congo, Kenya), Latin America, and the Caribbean (Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, and Paraguay). Location:

With a strong preference for those who reside permanently in one of the nations where CATALYZE EduFinance’s activities are engaged, the Regional Representative must be able to live and work in a Sub-Saharan nation. (Jobs at Palladium International)

Frequent travel (up to 50% of the time) to present and potential activity places will be necessary for this position (currently in Rwanda, Tanzania, DRC, South Africa, and Zambia with more buy-ins in the process of being added).

Reporting and Supervision:

The Senior Education Finance Specialist for CATALYZE in Washington, DC will receive reports from the EduFinance Regional Representative.

Primary Duties and Responsibilities:

The EduFinance Regional Representative is expected to travel frequently to the EduFinance projects in each of the countries of current and prospective activities to accomplish the following:

  • Assist the USAID team in DC by acting as the region’s Palladium representative and providing on-the-ground assistance, quality control, stakeholder management, and partnership development initiatives.
  • Meetings with USAID clients, implementing partners, and other significant stakeholders (such as host country government officials, private sector investors and financial institutions, partner schools, foundations, etc.) in the nations where EduFinance is operating are part of the duties associated with stakeholder engagement and partnership building. To maintain strong client involvement and confidence in Palladium’s work on ongoing projects (achieving outcomes, technical excellence), as well as to establish strong networks to support the expansion of ongoing projects and the creation of new opportunities.
  • Make sure the projects are reaching their technical results by doing quality assurance and performance management. (Jobs at Palladium International)
  • Maintaining the projects’ monitoring and evaluation include helping the home office Monitoring, Evaluation, and Learning (MEL) team with activities including program reporting, data verification, and ensuring that the projects are fulfilling their indicators and targets.
  • Support for communications: Identify key new knowledge products, assist in their development, attend events as a representative of Palladium / CATALYZE EduFinance, and act as a thought leader in this capacity (e.g., be on panels and presentations at these events)
  • As required, assist in resolving technical and management difficulties.
  • Support Safeguarding activities, which involves going to the projects and engaging with the partners who are implementing them to make sure that safeguarding procedures are being followed and to help preventatively deal with any potential safeguarding-related issues.
  • As required, assist with task order development (new business growth).
  • Other tasks as needed

Key Competencies Required:

  • Experience in program management, MEL, or a related field that is pertinent and, ideally, focused on Sub-Saharan African development, financial, and/or educational programs
  • Excellent oral and written communication skills to meet the project’s various technical and managerial requirements
  • Understanding of USAID procedures and rules, and ideally USAID education programming and important USAID policies, such as the Private Sector Engagement Policy and the Education Policy, as well as USAID terminology, procedures, and resources
  • Good English communication skills, as well as strong language skills in a region where CATALYZE is most often spoken. EduFinance carries out operations
  • Strong local networks in the nations where EduFinance already operates or plans to expand to help with company growth
