Job Description
Background of the project

An education program called PlayMatters (2020–2025) is supported by a $100 million grant from the LEGO Foundation. For more than 800,000 children in host communities and refugees across Ethiopia, Tanzania, and Uganda whose education and social development has been impacted by trauma and displacement, the initiative reimagines childhood.

PlayMatters fosters holistic learning for kids ages 3 to 12+ by relying on children’s incredible capacity for resilience and the expanding body of research that supports Learning through Play (LtP) techniques. Plan International, War Child Holland, Innovations for Poverty Action, and the Behavioral Insights Team are members of PlayMatters, which is coordinated by the International Rescue Committee in collaboration with the LEGO Foundation.

The Purpose of Research

A longitudinal study and implementation research will be the two key parts of the PlayMatters research project in Tanzania. The pre-primary PlayMatters packages’ contribution on children’s readiness for and retention in primary school will be examined as part of the longitudinal study. Cohorts will be followed throughout the PlayMatters project, with at least three rounds of data collection (baseline and endline) per academic year.

To determine the degree to which the PlayMatters project packages are implemented in the chosen schools with quality (including fidelity/adherence, competencies/skills, etc.), implementation study will be conducted. It will be discussed what inspires and enables teachers to implement Learning through Play strategies in their classrooms with consistency and quality. The school samples for the longitudinal and implementation studies will each have a baseline and endline data collection (with midline data collection only if necessary) during the 2022-2023, 2023-2024, and 2024-2025 school years. In addition to behavioral change components for educators, system actors, and community members, data collection will include holistic development metrics for children. (Vacancies)

Scope of Work:

To carry out the research, the Local Principal Investigators will collaborate with the IRC country program team and the Regional PIs.

Tasks include:

Preparation and Planning

· Attend research team meetings called by the IRC country program and regional principal investigators (PIs).

• Examine project documentation

• Enhance research designs and clarify research questions

• Assist in identifying and vetting case study schools and possible case study participants.

• Support the creation, evaluation, and contextualization of data gathering instruments in conjunction with others. (Vacancies)

• Ensure that the regional principal investigator (PI) and local ethics committee approve the study’s IRB (Institutional Review Board) review.

• Constant engagement in dialogue with the IRC team and points of contact (study co-principal investigators, PlayMatters technical lead, education coordinator, senior education manager-research, deputy director of programs, HR and operation teams) during the course of the studies.

• Data Gathering

• Take part in the workshop to prepare for data collection, which will include cognitive pre-testing and data collecting instrument piloting.

• Conduct ethnographic research using a variety of techniques in the case study schools you’ve chosen, with the help of an interpreter, research assistants, and/or enumerators. • Data Analysis, Findings Validation, and Distribution

• Using computer-assisted qualitative data analysis software (nVivo or Dedoose) given by PlayMatters, clean and conduct analysis of qualitative data from case study school in accordance with an analysis framework.

• Supervise and offer data quality verification during the collecting of quantitative data, and support the cleaning of quantitative data for learning assessments and other surveys.

• Assist the regional principal investigator in planning and leading a writing and interpretation workshop at the national level to validate findings with IRC and partner workers and stakeholders.

• With the assistance of regional PI and Country program teams, take the lead in reporting and interpreting outcomes of quantitative and qualitative research at the national level.

Qualifications
Payment Rate and Schedule:

• Two jobs, one with a qualitative profile and the other with a quantitative one, are being considered by IRC for this TOR. Teams are strongly encouraged, although individuals are also welcome to apply as consultants. The applicant must specify whether they have competence in the qualitative or quantitative domains if the application is individual. Both consultants’ profiles ought to have the following:

• A master’s or higher degree in early childhood education, development, social work, or international relations. recommended PhD.
