Position Description/Summary: The MEL Specialistโs responsibilities while working with the MEL Manager will be: to support the creation and execution of a project monitoring, evaluation, and learning strategy and guarantee that data resulting from activities and interventions are consistently and precisely captured in a timely way to support reporting and adaptive management of project activities. MEL is a crucial part of the project, supporting both the measurement of project outcomes and ensuring that the project routinely evaluates actions and tactics and changes as necessary to take into account new information and experience in order to continuously improve. The MEL Specialist will oversee and hold program personnel and partners accountable for program activities while also providing on-site monitoring, oversight, and mentoring support. Responsibilities:
Training, Mentoring and Support
- Assess the performance gaps in the partner MEL systems (RUWASA, WSSA, and Ministry of Health) and the need for MEL training;
*Write and create documentation and materials to assist the effective delivery of MEL Trainings;
*Teach MUM technical staff members, partners/grantees, and other pertinent stakeholders about MEL-related topics, such as project theory of change, project indicators, data collection tools, data collection protocols, data verification and validation, roles of technical staff partners in data management, data quality standards, and record keeping; and
*Offer MUM employees any technical assistance relating to MEL.
Data Management and Gathering
*Assist the MEL Manager in creating tools for data gathering and make sure the validation criteria are incorporated while programming to lower data entry errors;
*Test data collection equipment before collecting data;

*Make sure that MUM technical staff, grantees, partners, and subcontractors are gathering data using the proper data collection tools, advising them on data collection points, administering data collection forms, and making sure that copies of signed forms are kept as supporting documents for any data reported;
*Make sure that the data presented accurately reflects the fieldwork activities carried out in accordance with the authorized work plan and project theory of change;
*Make certain that data is timely collected, submitted, validated, and verified before being kept in a database for analysis and reporting;
*Make sure that all data is appropriately recorded into the Airtable Database;
*Assist MEL Manager in examining data collecting tools and identifying any parameters that are missing in accordance with the Performance Indicator Reference Sheet (PIRS);
*Give technical employees (SO Leads) and partners regular comments on data supplied for reconciliation;
*Make sure that the MEL Manager has authorized the Strategic Objective Team Leadsโ reporting of accurate data in their quarterly, mid-year, and yearly reports;
*Collaborate with representatives of the Tanzanian government to:
- Take indicator data from systems run by the government, check it, and give the project management team input before reporting;
- Give technical team advice on the categories of data that must come straight from our partners and the timeframe for gathering;
- Create data verification procedures for the information that technical employees will submit or that is taken from systems operated by the government.
Database Management
*Create relational tables for the project indicators in the database, ensuring sure that each table contains all pertinent data as specified by PIRS;
*Check to see if the database tables contain validation rules to reduce data entry error;
*Offer technical assistance to grant recipients, partners, and technical staff regarding the usage of SurveyCTO, including connecting tablets to the server, downloading forms from the server, gathering data, cleaning data before submitting to the server, and sending data to the server;

*Create various dashboards for all indicators in accordance with PIRS indicator disaggregation utilizing the database functionalities of Airtable and Power BI, as well as extra dashboards for Standard Indicators that take into account the needs of Development Information Solution (DIS);

Data Quality Management and Data Verification
*constantly clean, validate, and check data gathered from the field or from government systems before presenting it to the Mission, including success stories in addition to MEL reporting;
*Before reporting to the Mission, take part in scheduled spot checks (using the Spot Check/Data Verification and Validation form) to make sure that the data gathered from the field meet the necessary standards for quality and validity as per USAIDโs 5 data quality standards;
*Confirm that the MEL standard operating procedures have been distributed to and understood by all technical workers;

*Before reporting to the donor, confirm the quarterly, mid-year, and annual reported numbers with the component leads, accountable technical staff, or partner;

*Assist the MELS Manager in supporting the MEL Manager in designing the internal data quality assessment methodology and conducting FO DQA in accordance with MEL strategy.
Learning and Knowledge Management
*Collaborate with the MEL Manager, the technical team, and partners to draw conclusions from data assessments and provide useful tools for further data collection;
*Identify potential learning questions and solutions by taking part in quarterly MEL data reviews and analyses; and
*Assist the MEL Manager in leading Pause and Reflect sessions to assess progress and talk about adaptation, utilizing quantitative data for indicators and qualitative data from conversations, and to talk about learning questions with partners and beneficiaries to inform work plans.
Reporting and Documentation
*Confirm that all indicator disaggregation is included in the reports in accordance with reporting rules;
*Discuss the indicator accomplishments with technical personnel for quarterly and annual reporting (comply with MUMโs regular reporting obligation and produce reports to note achievements, issues [if any], and field observations and suggestions for solutions);
*Identify field-based lessons and best practices, record them, and share them with MUM employees;
*Assist component leads in creating reports by supplying accurate and validated values for indicators from the database;
*Construct an indicator summary table for the quarterly, semiannual, and annual reports;
*Make careful to retrieve all reported indicator numbers from the project database (Airtable);
*Assure the technical team that the indicator figures to be reported are accurate, checked, and reconciled; and
*Record the key problems that need to be fixed for the governmentโs MEL systems.
Special Studies and Assessments
*Assist in developing the methodology for the study or evaluation and the tool(s) for data collection;
*Offer assistance with training data collectors on data gathering practices and methods; and

Qualifications:
